Consultation has concluded

Background

The Waterfall General (Garrawarra) Cemetery site is situated on Lot 4 DP 840501, located to the north-west of Helensburgh. The site is situated between the Old Princes Highway (to the west) and the F6 Freeway (to the east), and approximately 1km south of the Garrawarra Centre.

The site is located along an old alignment of the Old Illawarra Road, which now serves as a fire trail. The Cemetery is surrounded by Crown Land, in the management of various State Agencies. The site and the surrounding land have been consumed with regrowth bushland.

Following a considerable community consultation process, additional research and background studies conducted in 2013, a Conservation Management Plan was developed for the site as well as a Discussion Paper which was exhibited in September to November 2013. You can read more about the history of this site and previous consultation here.

The Conservation Management Plan has a series of recommendations including that Council retains management responsibilities. In addition, the report suggests state significance of the heritage area and suggests some changes need to be made to the local heritage listing maintained under the Wollongong Local Environmental Plan 2009. The Plan and discussion paper recommend the existing heritage listings for the “Garrawarra Hospital Cemetery” and the “Garrawarra Hospital” be amalgamated and that the Garrawarra Hospital Heritage Conservation Area boundary should be expanded to cover both the hospital and the cemetery.

Planning Amendments

In line with the preferred option identified during the review process, this draft Planning Proposal seeks to amend the Wollongong Local Environmental Plan 2009 to retain the current heritage listings, modify the item name for listing 61028, “Garrawarra Hospital Cemetery” to “Waterfall General (Garrawarra) Cemetery” and include Lot 3 DP 840501 and Lot 622 DP 752033 in the item. The draft Planning Proposal is to expand the conservation area boundary to capture both heritage items as well as the area in between within the Garrawarra Hospital Heritage Conservation Area to reflect the relationship between them. The Cemetery is proposed to retain the existing E3 Environmental Management zone.

The draft Planning Proposal is on exhibition between 24 August and 11 September 2015. The draft Planning Proposal and other relating documents can be viewed on the right of this page or at:
  • Council’s Administration Building Ground Floor Customer Service Centre at 41 Burelli Street Wollongong on weekdays between 9am and 5pm.
